PLANNING DOCUMENTS

HAMPO develops and maintains three planning documents in accordance with the continuous, cooperative and comprehensive planning process detailed in the Fixing America’s Surface Transportation (FAST) Act, Public Law No. 114-94. The Metropolitan Transportation Plan, the Transportation Improvement Program and the Unified Planning Work Program are the transportation planning HAMPO documents needed to meet Federal and State standards for Metropolitan Planning Organizations.

HAMPO’s Metropolitan Planning Area defines the area we are responsible for:

Unified Planning Work Program

The purpose of the Unified Planning Work Program (UPWP) is to describe the planning priorities of the metropolitan planning area and all planning activities anticipated during the next one year period, including expected costs for such activities. The UPWP is updated annually and aligns with the State’s fiscal year beginning July 1 and ending June 30.

The FY 2026 UPWP was approved and adopted by the HAMPO Policy Committee on April 10, 2025. The UPWP document can be viewed below:

The draft FY 2026 UPWP has been updated with final budget tables and an oversight agency comment log after the conclusion of the 30-day public comment period, held from December 12, 2024 – January 11, 2025, and can be viewed at the link below:

Metropolitan Transportation Plan

The goal of the MTP is to create an effective public policy framework for mobility and development together with a set of priority transportation investments that will address the area’s current and long-term needs. The projects that are selected as priorities for the transportation network will be programmed into the Statewide TIP for funding.  The plan must comply with Federal guidelines as outlined in the FAST Act, and previously MAP-21 and is updated every 5 years.

The 2050 Metropolitan Transportation Plan (MTP) has been approved by the HAMPO Policy Committee on August 14, 2025. The full report document, including the report appendices, can be viewed below:

Transportation Improvement Program

Transportation Improvement Program provides a fiscally constrained program of highway and road projects for Hinesville Metropolitan Planning Area for the next four years. The HAMPO FY 2024 -2027 TIP was approved by the HAMPO Policy Committee on August 10, 2023. The TIP can be viewed below:

Administrative Modification #15: An administrative modification was performed on February 13, 2026, at the request of the GDOT Office of Planning to add the scoping phase to the Hinesville Bypass Phase II project. The modified TIP can be viewed below:

The HAMPO FY 2024 – 2027 TIP was recommended for an amendment by the GDOT Office of Planning. This amendment updates the project cost for the PE phase of PI 0020353 (EV CHARGING STATION @ 1 LOC IN LIBERTY/MCINTOSH COUNTY), updates the FY 2025 budgets for several projects in the detailed cost summary and cost detail tables, adds a new discretionary grant matrix, calendar year 2025 PM1 performance measures and new administrative modifications and amendments requirements. The amended TIP was open for a 15-day public comment period from December 12, 2024 – December 27, 2024. The amended TIP was approved by the HAMPO Policy Committee on February 13, 2025.

Federal law requires that metropolitan planning organizations publish an annual list of obligated projects. 

§ 450.334 Annual listing of obligated projects.

(a) In metropolitan planning areas, on an annual basis, no later than 90 calendar days following the end of the program year, the State, public transportation operator(s), and the MPO shall cooperatively develop a listing of projects (including investments in pedestrian walkways and bicycle transportation facilities) for which funds under 23 U.S.C. or 49 U.S.C. Chapter 53 were obligated in the preceding program year.

(b) The listing shall be prepared in accordance with § 450.314(a) and shall include all federally funded projects authorized or revised to increase obligations in the preceding program year, and shall at a minimum include the TIP information under § 450.326(g)(1) and (4) and identify, for each project, the amount of Federal funds requested in the TIP, the Federal funding that was obligated during the preceding year, and the Federal funding remaining and available for subsequent years.

(c) The listing shall be published or otherwise made available in accordance with the MPO’s public participation criteria for the TIP.

Certification: In accordance with the federal requirements of 23CFR 450.334 “…all Metropolitan Planning Areas … the MPO shall certify at least every four (4) years that the metropolitan transportation planning process is being carried out in accordance with all applicable requirements…”. In 2021, HAMPO achieved a four year certification as shown on the last page of the report. The report itself documents compliance with the federal requirements:

Transportation Studies

On April 10, 2025, the HAMPO Policy Committee adopted the SS4A-funded Safety Action Plan. This plan was developed with the intent of creating implementation strategies to prevent roadway deaths and serious injuries. Upon completion and adoption of a Safety Action Plan, the prioritized list of projects will be eligible for funding from a variety of sources, including Implementation Grants through the Safe Streets for All (SS4A) grant program from the 2021 Bipartisan Infrastructure Law.
