HAMPO Regional Freight Plan
Plan Development Purpose and Study Area
The Hinesville Area Metropolitan Planning Organization (HAMPO) is updating its Regional Freight Plan to reflect transportation infrastructure and policy needs through horizon year 2050. The plan development process combines freight economics, multimodal transportation planning, stakeholder engagement, and the development of implementation strategies to promote safe and efficient movement of freight in the region. Opportunities to improve network performance, support freight-dependent employers, and strengthen the region’s competitiveness within southeast Georgia will be examined and addressed. The final plan will include a practical prioritization framework and stakeholder-supported recommendations to guide safe, efficient, and sustainable goods movement across roads, rail, and air to support local economic growth. The HAMPO study area includes all of Liberty County and the urbanized portions of Long County, including Fort Stewart and the municipalities of Allenhurst, Flemington, Gum Branch, Hinesville, Midway, Riceboro, and Walthourville.
Stakeholder and Public Involvement Opportunities
Throughout the Regional Freight Plan update process, stakeholder and community involvement is vital to ensure the development of a plan which achieves comprehensive and equitable transportation investment throughout the study area. HAMPO will issue press releases, promote an online community survey to identify system deficiencies and needs, and hold freight stakeholder and public meetings at key milestones. The schedule below outlines the timeframe for the plan development process including stakeholder and public meetings. The Regional Freight Plan update will be available for review during the fall of 2027 prior to adoption.
