As a result of the 2000 Census, the Hinesville Area Metropolitan Planning Organization (HAMPO) was established pursuant to federal law to address transportation planning within the urbanized portions of Liberty and Long Counties, including Fort Stewart, and the municipalities of Hinesville, Allenhurst, Flemington, Gum Branch, Midway, Riceboro and Walthourville. Governor Perdue designated the City of Hinesville as the host of the HAMPO in April 2003. HAMPO is operated under the leadership of a Policy Committee, comprised of elected officials and other decision makers from each participating jurisdiction, the Georgia Department of Transportation, and other state and federal agencies. A Technical Coordinating Committee and Citizens Advisory Committee will provide valuable input to the Policy Committee on transportation issues.

Transportation: Provide a logical, multimodal transportation system that minimizes congestion and improves safety

  • Relieves current and/or reduces anticipated future traffic congestion

  • Supports multimodal transportation options and choices

  • Provides logical system connectivity and route continuity

  • Eliminates or reduces existing vehicular, bicycle and pedestrian conflicts

  • Economic Development: Develop a plan and program that promotes economic development and diversification

  • Increases access to areas expected to provide new jobs and diversifies our economic base

  • Ensure continued viability of, and promotes redevelopment of, existing employment centers

  • Supports the continued viability of the military community and Fort Stewart

  • Community Growth: Provide a plan of improvements that promote the overall goals for our desired future growth patterns

  • Encourages focused development in areas with existing or planned urban services

  • Enhances our ability to access natural amenities, as well as cultural, recreational and historic resources

  • Preserves valuable open space

  • Environment and Disruption: Supports improvements that minimizes the impacts to our built and natural environments

  • Minimizes impacts to wetlands and habitat

  • Preserves the coastal environment while supporting public access to our coastal resources

  • Minimizes relocation of people and business

  • Military: Provide a transportation system that supports Fort Stewart and its mission

  • Provides access and transportation choices that address the normal demands of military and civilian users

  • Provides a system that links with other regional, national and international inter-modal services

  • Maximizes the ability for the civilian community to travel through or around the Fort, while maintaining the security of the cantonment and training areas
